Context: IOM Tanzania

The Global Migration Data Analysis Centre (GMDAC), based in Berlin, Germany, responds to the IOM strategy for 2020-2025 which calls for the development of capacity of States and other relevant partners to enhance the national, regional and global migration evidence base. Centre acts as a “Data Hub” for decision-makers and practitioners seeking the best available migration data.

IOM’s GMDAC is currently implementing part of a Programme entitled “Data for Effective Migration Governance” funded by the German government. This Programme responds to international calls to improve the collection and analysis of migration data and to build the capacities of policymakers to use such data. The overall aim of the project is to better inform migration policy and programming, and improve migration governance, by compiling, analyzing and using migration data more effectively.

Under the overall guidance of the Director of GMDAC, the direct supervision of the Data Innovation and Capacity-Building Coordinator, and in accordance with the overall direction of the Director of the Department of International Cooperation and Partnerships in IOM Headquarters in Geneva, the successful candidate will support the implementation of the GMDAC’s overall Programme of work, in particular by contributing to the GMDAC-led activities related to research, analysis and capacity building.

Core Functions / Responsibilities:

  • Contribute to the preparation of reports, policy briefs and other publications, as relevant, on a variety of topics related to migration data and policies, with a focus on migration from Africa to Europe and within Africa.
  • Conduct data analysis and research on topics such as migration intentions and risk attitudes towards migration, migration of children, public attitudes towards migration, and others as needs arise.
  • Contribute to the development of a policy brief series on migration data and policy, in cooperation with relevant stakeholders, including by drafting briefs, liaising with partners and organizing webinars.
  • Conduct capacity development activities at the national and regional level, in particular by drafting migration data assessment reports in cooperation with key stakeholders, participating in the development of capacity building content on migration data and preparing and facilitating migration data trainings.   • Assist IOM’s country and regional offices in providing support to government counterparts with regard to migration data for evidence-based policymaking, including by providing information and guidance on activities related to data capacity-building and contributing to internal capacity-building activities.
  • Act as a GMDAC focal point for interagency initiatives such as the International Data Alliance on Children on the Move, including by participating in meetings and contributing to the organization of events and preparation of outputs, as relevant.
  • The Contribute to the development of a project proposal on migration data with a particular focus on Africa.Perform such other duties as may be assigned.

Required Qualifications and Experience: International Organization for Migration

Education

  • Master’s degree in International Relations, Social Sciences, Development Studies, International Affairs, Economics, Statistics, or a related field with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Firstly, Experience in conducting research on migration and migration data, in particular with regard to migration in Africa and Europe, demonstrated by relevant publications;
  • Secondly, Experience in developing and conducting capacity development activities and trainings, including online;
  • Thirdly, Excellent research, writing, and analytical skills with the ability to research a wide range of topics using multiple data sources;
  • Fourthly, Experience in providing policy advice to national and international policymakers is desirable;
  • Experience in collaborating with national and international stakeholders.

Skills

  • Strong background in migration research and extensive knowledge of migration issues.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Strong computer literacy.
  • Ability to produce quality work accurately and concisely according to deadlines.
  • Good knowledge of IOM’s policies and procedures.
  • Strong organizational skills.

Excellent writing, communication, negotiation and analytical skills.
