This was stated today, Wednesday, February 16, by the Executive Secretary of the Council, Dr. Adolf Rutayuga while speaking to reporters in Dodoma after the opening of a two-day session with Representatives of Central and Vocational Colleges and Admissions Officers at the colleges in the country.

The Executive Secretary said they as a Council have had control of admission to colleges that have been deceiving students where he claimed the qualifications of a student to be admitted is to have four D’s.

“There are 2,854 students who were found to be unfit to study the various programs that Central and Vocational Colleges had submitted their names.

“If the Council did not have control of admissions it means these students were wasting their time so we informed the colleges and you were told you had deceived them where the admission guidelines state what qualifications they should have,” said Dr. Rutayuga.
He said the aim of the session was to discuss the various challenges that arise in admission issues in the country.

“We are in the process of meeting with our stakeholders regarding admissions and what challenges have been identified in order to address them due to the large number of colleges we will meet with for two days here,” he said.

He said the biggest challenge they see is if admission guidelines are not followed there are serious problems for students as they spend a lot of time in college while they are not qualified.

“The main thing that we see is that if the admission guidelines are not followed it is a big problem we will cause our stakeholders who are students studying the programs as well as their parents and relatives who pay their fees to study colleges that are not registered.

“We have admission guidelines which stipulate that each college is registered to a certain number and is required to provide credits and qualifications to enter the program.
“Each program has its entry characteristics and at least be a pass mark of four D and they indicate in which subjects,” said Dr. Rutayuga.

NACTE Examinations Procedures for examination assessment

The NACTE has established procedures for assessment in order to maintain standards and quality of NACTE Awards. These procedures set a common platform to guarantee maintenance of level ground for administration of assessment.

Proper application of the same will translate to graduates equipped with requisite technical knowledge, abilities and skills which measure up to acceptable levels of attainment in the relevant professional area.

General Policy Framework for Assessment

The process of training programme cannot be complete without evaluation. On the other hand, the student’s academic or professional achievement acquired through formal teaching- learning process, cannot be complete without effective assessment process. Therefore, the measurement of academic or professional achievement of students is based on their successes in assessment.

Therefore purpose of assessment is to determine whether students have successfully achieved the learning outcomes and fulfilled the academic requirements of the course and of the modules within it, as stated in the curriculum and in the Country’s educational aims, and attained the standard required for the award to which it leads. The seriousness of such a measurement cannot be underestimated.

In order to produce the quality of output from technical institutions required for the labour market, the need for General Policy Framework for Assessment Conducted by NACTVET and Autonomous Technical Institutions is imperative.

Such Policy Framework will establish regulations and procedures under which examinations will be administered and conducted to all students in technical institutions and private candidates.

The National Council for Technical Education (NACTVET ) has thus developed the General Policy Framework for Assessment Conducted by NACTVET and Autonomous Technical Institutions, which intends to establish efficient and effective tools for Administration of Examinations conducted by the Technical Institutions and the Council.
