TECDEN has been in operation since 2000 and is a leading platform for ECD dialogue coordination among civil society, government and other stakeholders.
TECDEN, in partnership with Children in Crossfire Tanzania, has recently secured funding from the Conrad N. Hilton Foundation to deliver an ambitious three years project championing ECD policy and programming advocacy. The project to be popularly known as “Mtoto Kwanza” will provide lead support to the government of Tanzania and the wider ECD stakeholders in supporting the implementation of the anticipated National Multisectoral ECD Programme (NM- ECDP) at national, regional and council levels.
Job Purpose : TECDEN Job Opportunities 2021
Based in the TECDEN Country Office in Dodoma, the Mtoto Kwanza! Project Officer will provide lead implementation support to the Project Manager for coordinating the activities and organisation of a project network of Local CSOs championing ECD across all mainland regions. This scope includes supporting capacity-building, ECD advocacy initiatives implementation, monitoring and evaluation, reporting, and wider administration and troubleshooting across the project network of Local CSOs. The positions report to the Project Manager.
Major Responsibilities
- Provide project management support of the Sub-national strategy of the Mtoto Kwanza! Project, including all major activities contributing to strategy implementation and regional delivery of the government’s National Multisectoral ECD Programme (NM-ECDP);
- Provide project management support for supportive supervision and capacity-building of the project network of Local CSOs, including ECD technical competence, work plan development, and advocacy performance;
- Provide lead project administrative support to the project network of Local CSOs, including contracting, partner performance management, and reporting processes;
- Provide project management support for coordination and project facilitation of schedule of Biannual NM-ECDP Regional Progress
- Review Meetings across all regions, including consistent reporting mechanisms; and,
- Key role in documenting good practices and ensuring effective practice sharing across the project network of Local CSOs and the regional government
Specific Responsibilities
- Support the development of technical approaches and tools that enhance the positive impact of the
- Provide a wide range of technical and administrative assistance to Local Civil Society Organisation (LCSO) partners, including supporting the development of their costed advocacy workplans based on agreed project objectives and financial
- Provide direct ongoing technical and administrative support to the LCSOs for effective delivery of the
- Support capacity-building of the project network of Local Civil Society Organisation (LCSO) including biannual training sessions that provide capacity-building on areas of common objectives across the project network, as well as targeted capacity-building for specific LCSOs based on their needs;
- Assist in organising schedule of Biannual NM-ECDP Regional Progress Review Meetings across all regions with an array of ECD stakeholders at regional and council
- Assist in consolidating reports across Biannual NM-ECDP Regional Progress Review Meetings and synthesizing emerging key themes and findings for sharing with the national-level government monitoring mechanisms that coordinate progress review of the
- National Multisectoral ECD Programme.
- Support the development and maintenance of the project database, including the project scorecard on ECD performance to be positioned for use across all
- Assist in preparation and review of quarterly, annual and other reports and documentation for compliance and readability across the project network of Local
- Ensure documentation of the project best practices for sharing and replication across the project focus

Qualification
- Minimum of Bachelor’s degree level in Early Childhood Development, Social Science or equivalent
- Minimum three (3) years of relevant area work experience in leading design and implementation of development
- Demonstrated understanding in working effectively with and building capacity of Local Civil Society Organisations (CSOs), beneficiaries and
- Experience in supporting monitoring and learning processes in implementing development programmes, preferably in child development.
- Understanding of early childhood development (ECD) development programming and of the ECD landscape in Tanzania and familiarity with key
- Understanding of working closely with local government structures, systems and strategic points of engagement to integrate programmatic priorities in local government

Job Purpose
The Network Accountant will be responsible for both financial and office administrative needs of TECDEN. Working from the TECDEN Country Office in Dodoma, this role will ensure sound, transparent and accountable management of the project and wider Network finances to the required high standards.
Additionally, the position is responsible for efficient support of Network staff administration, and wider Network logistics and operational administration. The position reports to the Executive Director.
Major Responsibilities
Lead the set-up of TECDEN Network finance management function, ensure adherence to organizational policy, practice and procedures, as well as donor conditions for respective project finance reporting including close collaboration with partner finance management team;
- Manage the TECDEN Network accounts and prepare periodic management reports including those of Mtoto Kwanza project;

- Manage procurement processes as per donor and organizational procedures including sourcing quotations and ensuring value for money principle adherence.
- Maintain proper books of account for the Network ensuring that finance transactions are properly captured, recorded and filed in a timely and efficient
- Develop, maintain, and enhance Network and projects finance reporting structures for internal and external requirements, ensuring timely, accurate, and relevant

- Carry out all necessary administrative duties in relation to the Network Country Office as
- Provide lead administrative support in ensuring compliance with regulatory requirements by the Registrar’s Office and ensure statutory compliance in terms of NGO registration and legal status, and filing of statutory
- Maintenance of Network`s Office asset register, and general oversight of sound use and maintenance of office assets to ensure compliance with Network and donor financial procedures and terms of the Perform quarterly physical asset and inventory verifications.

Qualifications:
- Master’s degree and 3 years of experience or Bachelor’s degree and five years of experience or equivalent combination of education and Certified Professional Accountant Qualification will be an added advantage.
- Demonstrable experience of finance management in an NGO setting including diverse donor requirements and standards for finance management and
- Demonstrable experience of coordinating or providing lead support to external audit processes;
- Demonstrable experience of providing finance management supportive supervision and capacity-building support to local civil society organizations.
- Familiarity with the accountabilities and donor conditions for project funding, preferably across a range of
- Proven skills in MS Office and finance-specific software. QuickBooks experience will be an added advantage.

The Project Manager will also actively support TECDEN engagement in national-level ECD policy and programming processes and mechanisms.
Major Responsibilities

- Fully engage as part of the TECDEN Secretariat and Mtoto Kwanza project management in national level meetings and ECD policy

- Serve as a leading technical specialist for Mtoto Kwanza Project, supporting the development of technical approaches and tools that enhance the positive impact of the
- Provide a wide range of technical assistance to Local Civil Society partners, including supporting the development of their work plan, providing supportive supervision to ensure effective implementation of their plans, designing and delivering ECD related training to the project
- Support organising project review meetings with an array of ECD stakeholders at regional and council level and presenting findings at National Review meetings for the National Multisectoral ECD Programme.
- Support the development of the project database, including the project scorecard on ECD performance to be positioned for use across all
- Ensure effective and consistent reporting across the project network of Local Civil Society partners, and lead on the consolidation of these reports and synthesis of key themes emerging for sharing with the national-level government monitoring mechanisms that coordinate progress review of the National Multisectoral ECD Programme.
- Collaborate with TECDEN colleagues to provide technical support in the development of the New Strategic Plan to strengthen TECDEN programming through leveraging internal cross-sector expertise
- Provide oversight of the project grant in line with TECDEN financial policy and
- Review and track monthly expenditures and advise the Executive Director of the projected overruns or
- Act as a liaison person between the government and local civil society
- Develop project reports as required as well as documentation of project best practices to be shared in different TECDEN’ presentations for learning
- Facilitate linkages between the Local Civil Society partners and the project network of UTPC (Union of Tanzania Press Clubs) trained ECD journalists that report on ECD and support community engagement in all regions.
