Implementation of the 20-year Rural Water Supply Programme (1971-1991) whose goal was to provide safe and adequate water supply to all rural communities in Tanzania indicated an acute shortage of trained personnel of all cadres i.e. engineers, technicians, craftsmen, etc.
To cater for the diverse requirements of the water sector, a Water Resources Institute (WRI) was established in 1974 as a training Unit under the Ministry of Water and Energy at the time.
In 1980 the institute’s name was changed to Rwegarulila Water Resources Institute (RWRI). This change was in honour of the late Fredrick Rwegarulila, the then Principal Secretary who played an instrumental role in establishment of the Institute and development of the Water sector in general; this decision came as a resolution during the 1980 Annual Water Engineers’ Conference (AWEC) held in Tanga.
During the Public Service Reform Program in the public sector which were geared towards improving service delivery, among interventions undertaken by the government was hiving off some of government functions that were routine in nature to be performed by semi-autonomous bodies (Executive Agencies).
The Rwegarulila Water Resources Institute was transformed to become an Executive Agency on 22nd August 2008 because it was one of the organizations under the Ministry of Water performing routine functions.
During the process the name of the Institute was changed to “Water Development and Management Institute” (WDMI). However, in 2016, Water Development and Management Institute changed its name to the current name of ‘‘Water Institute’’ (WI).

Form VI: Holder of Advanced Certificate of Secondary Education (ACSE) with Two principal passes with a total of 4.0 points (based on the following conversion scale: A=5, B=4, C=3, D=2, E=1) from two of the following subjects: Mathematics, Physics, and Chemistry.
Completed A-Level studies in 2014 and 2015 must possess an Advanced Certificate of Secondary Education (ACSE) with Two principal passes (Two Cs) with a total of 4.0 points (based on the following conversion scale: A=5, B+=4, B=3, C=2, D=1) from two of the following subjects: Mathematics, Physics, and Chemistry.
(2) Bachelor’s Degree in Community Development for Water Supply and Sanitation
Entry Qualification1)
Ordinary diploma in; Water-Related Programmes, Sociology, Anthropology,
Social work, Community Development, Development Studies, Tourism,
Public Administration and any Diploma related to Community Development
as will be agreed by the Water Institute
OR
2) Advanced
Certificate of Secondary Education (ACSE) with a Principal pass in any
two subjects excluding religious subjects and a pass in English in
Ordinary Certificate of Secondary Education (OCSE) is Compulsory.
(3) Bachelor’s Degree in Hydrogeology and Drilling
Entry Qualification1)
Holder of Ordinary Diploma in either of the following fields:
Hydrogeology & Well Drilling, Hydrology & Meteorology, Water
Supply and Sanitation Engineering, Minning Engineering, Water Resources
Engineering, other Civil or Water-related Engineering programmes with
GPA (NTA6) of 3.0
OR
2) Holder of Full Technician Certificate
(FTC) in Water Resources Engineering, Hydrogeology & Well Drilling,
Hydrology & Meteorology, Civil Engineering, Water Quality Laboratory
Technology with a minimum average score of 3.0 points (C grade) based
on the following conversion scale: A=5, B=4, C=3 D=2
OR
3) Holder
of Advanced Certificate of Secondary Education (ACSE) with two Principal
passes with a total of 4.0 points based on the following conversions
scale: A=5, B=4, C=3, D=2, E=1 from the following subjects: Mathematics,
Physics and Chemistry.
(4) Bachelor’s Degree in Engineering Hydrology
Entry Qualification
1) Holder of Advanced Certificate of Secondary Education (ACSE) with Two principal passes with a total of 4.0 points (based on the following conversion scale: A=5, B=4, C=3, D=2, E=1) from two of the following subjects: Mathematics, Physics and Chemistry
OR

1. Registration Fee:
There is no application fee but all selected students shall be required to register annually and pay a registration fee of TZS. 10,000/= only per year.
2. Caution Money:
Each student is required to pay TZS. 40,000/= as Caution Money. The money shall be refunded upon completion of course if a student was not involved in any loss or damage of the Institute property. Where losses/ damage exceeds TZS. 40,000/=, the student shall pay the difference.
3. Identity Card:
Each student is required to pay TZS. 15,000/= for the cost of Identity Card. This amount is paid once. Replacement for a lost Identity Card shall be done after obtaining a loss report from Police Station and payment of TZS. 30,000/=.
4. Membership to the WI Students’ Organization:
Every WI registered student is a member of the WI Students Organization (WISO). The membership registration fee for the firstyear students is TZS. 5,000/=. Membership subscription fee for every continuing student is TZS. 15,000/= each academic year.
5. Students National Health Insurance:
Every WI fresh registered student is required to pay a total of TZS 50,400/= as a contribution for joining National Health Insurance Fund (NHIF). This amount is paid directly to the Institute Accounts Office. Students with health insurance cards are not required to pay TZS. 50,400/= but shall have to produce evidence that they are covered withmedical insurance.
6. Accommodation in the Hostels:
Ordinary Diploma (NTA Level 4-6) Students who wants to be accommodated in WI hostels will pay TZS. 400,000/= per academic year. Foreign students who desire to be accommodated in Institute hostels will pay USD 400 per academic year. However, accommodation is subject to availability of rooms.
Tuition Fee For Bachelor Degree in Water Resources and Irrigation Engineering and most of degree courses offered at the Water Institute is 1,670,000 Tanzanian shillings.
